Midnight masquerade Open to All.

Who: EVERYONE
When: After Midnight
Where: The Rising Sun
Format: Paragraph, action, etc.
What: A special party held at the rising sun. Dorian has told no one what he's celebrating but all drinks are free as long as you come after midnight with the password. and wearing a mask "Layla" is the password
Warnings: EVERYTHING GOES GUYS! PUT WARNINGS IN YOUR SUBJECT LINES IF YOU GET TOO CRAZY!




[ooc; Everyone can tag into the premade threads or make your own thread at the bottom! This is a party post thread, so thread jacking is cool unless otherwise stated. The only room locked in the club is Dorian's office. And if someone pops that lock they will find a half full goblet of blood on his desk, otherwise it is clean.

He has taken care of rides to wherever drunk people need to go too. And lastly; yes there are condoms in the rooms upstairs, if that is something you want. The Password will have be spoken on with an ad about the party a few days beforehand, it does not matter but the password is Layla. Pretty much tag around and have fun guys~! ]

"And the humans are all right with their presence among them? The aliens, they don't try to destabilize your planet from within? Or steal your technology?"

When Romana had invited aliens to Gallifrey, one of them tried to poison the water supply and another had tried to gain access to the Eye of Harmony, so Narvin felt that these were legitimate concerns.

"How do they qualify for refugee status?"

"It happens, but humans are just as likely to be terrorists and usually it's just a few out of a thousand. I mean, from what you said, how many of your kind end up trying to do things like destroy planets or take over the universe." Because having a guy take out a third of it was a bit of a strike against your kind.

"Point taken." The Gallifreyan terrorist did far more damage than either of the aliens' failed attempts.

"Does your agency deal with human criminals as well, or just the alien ones?"

"No, humans deal with their own criminals. We're above the system, and they're in it. Aliens aren't allowed that sort of authority over them- implementing affirmative action's been kinda difficult because you gotta account for species treating humans like a threat and they're the native species. I mean, it's out goddamn planet." He sounded a little defensive about that. Maybe he had been rubbed the wrong way by people that kept trying to blow it up.

"Are the humans ever a threat to the aliens living on Earth? Put two or more different races together in one place and there's bound to be tensions, I'd imagine. Some of the humans must be less than thrilled to see their planet welcome in refugees from other worlds."

Narvin didn't know human biology terribly well, but he knew Earth history, which to Narvin seemed be a fight between the humans who loved novelty and sought out new people and places, and the humans who raged whenever new humans showed up in their territory.

"In my universe and era, the humans are one of the Temporal Powers. Virtually none of them are pure homo sapiens any more, however. They've been...ah...mingling around the universe for a great many of their generations."

"They don't know, generally. The advanced civilizations shouldn't fuck with the development of the natives, that's why the MiB is usually composed of the most advanced ones we got." He crossed his arms and leaned back in his chair, still not sure he liked answering these questions. Part of him enjoyed the ability to talk freely about his organization, and part of him didn't want to get into the habit of it.

"They'll know after they're old enough to deal with it."

It started him thinking about possibly reorganizing the CIA when...if...he ever returned to his proper Gallifrey and his old job. Two separate divisions, one for dealing with Gallifreyan criminals and renegades, one for issues of alien security. Perhaps also an independent strike force whose sole job was to correct temporal interference and who might work with either of the two divisions if the cause warranted it. And a new recruitment and training procedure for his agents.

It had never been done that way before, but maybe a little bit of change was sometimes good. He hadn't thought that his search for information would lead to ideas for restructuring his agency, but now he wanted to hear more, and not just to acquire information for its own sake.

"Why all the questions?" He finally caught on to that much, obviously drawing in on himself again. Being forthcoming still went against his grain.

"Has your agency ever picked wrong?"

He rested his hands on the tabletop, lacing his fingers together.

"I ask because your agency and mine, their official missions are similar, but the agency I inherited has been on the decline for centuries, lost much of its political power. It used to be feared and respected, and now it has neither. When I was Chief Coordinator, maintaining the status quo and keeping the agency from sliding further into irrelevancy seemed the best path. Now that I've been Chancellor for a while, and on an alternate Gallifrey that sorely needed change, I'm not quite as adverse to the idea of reinvention. Carefully," he added. "And slowly." Nothing would make him have Romana's sort of revolutionary fervour--he's too conservative by nature--but he has learned that some change is good, and he can support it.

"We let 'em go when we do." He had no intention of going into specifics about how wrong things had been on occasion.

"Considering that you weren't quite clear on the difference between fear and respect I'd wager that there was something wrong there for a lot longer than people thought."

"Perhaps. When I was recruited, I was trained to be loyal to the agency and never doubt the agency's leadership. The Chief Coordinator at that time vanished without a trace two years later. And when I say 'vanished' I don't just mean left. One day, all of a sudden, no one could even remember the Coordinator's name, or if they were a man or a woman."

He sighed, leaned forward over his still clasped hands.

"It's just one incident, but it's been rather emblematic of my time in the agency. For all our attempts at control, everything feels as if it hovers on the edge of confusion and chaos. And I don't want to be the next Chief Coordinator to fall in the line of duty, as all the ones before me have done."

It seemed like a simple question, but it never was. No one wanted to give up a position of power- it's why Kay didn't like taking them.

He laughed, a single bark of a laugh. Sharp, but not bitter. Amused, in a sardonic way.

"Well, it was probably supposed to be the technician job, except so far that's the only job that's actually managed to kill me. So I really couldn't say."

"Yes, as far as deaths go...well, I can't say it was good but it could have been worse. I came out of it with all my proper limbs in their proper places, and the worst thing I did during my post-regenerative trauma was sit on a rooftop singing Low Town drinking songs for three spans."

His face twists for a moment in memory of the embarrassment after he'd settled into his new mind.

"Regeneration is always a bit undignified, but since everyone goes through it, it's generally considered polite to ignore it. Rather like adolescence."

"Low Town drinking songs?" Somehow that was the part he hung onto. Oh, he heard it, and would remember that regeneration could be undignified and slightly embarrassing. But the idea of Gallifreyans getting together and raising a ruckus was too funny a thought to pass by.

"Didn't think you'd have those."

"The shobogans can be wild and rowdy sometimes. They congregate in Low Town, as do Gallifreyans from the lower classes, and Academy students who are looking for trouble. The area has the highest crime rate in the Capitol, although it's still mostly limited to vandalism, minor brawls, and petty theft."

"Just the once?" He repeated skeptically.

"You know, as a human, and as a human that has the actually unenviable title of 'most feared human in the universe', you don't gotta impress me with how straight laced you are. Because the more you're like that, the more likely you are to panic and make a mistake in a pinch."

"Well."

He cleared his throat, pulled at his collar with one finger.

"I went to Low Town a number of times. I mostly stayed out of trouble. I was simply curious about it. And I attended the Academy before any of the reforms. Most of the students there were from the old families. I was not, and I sometimes felt it keenly. Low Town was a place where I could feel--"

Superior, he almost said. But he knew how terrible it sounded, that he went to a place purely so he could look down at the people there. But as an adolescent, teased, mocked for a lilting accent that he only later trained out of himself, he had desperately wanted to sometimes feel superior to someone.

He briskly resumed speaking to cover his unfinished sentence.

"But I knew the songs before then. My father knew them; he is a musician and composer and he collected them for some sort of project he was working on when I was young, before I left for the Academy. The words are often a bit...ah...boisterous, but the tunes can be highly complex and sophisticated."

Well, that was a lot easier. "I bet I could simplify one for a guitar if you gave me the sheet music. Might take me a while. Guitar is sort of an uncomplicated instrument. It can go a long way, but you gotta give it a simple approach with somethin' that elaborate."

Which it was funny, he probably wouldn't have made the same offer for formal music. But something meant to share a good time? Yeah, he'd try that.

He pointedly ignored what he figured Narvin was going to say. It was best to let it go.

"I'll have to write it up, but it shouldn't take long. No more than a few days. Shall I drop it by your room when I have it ready?"

Narvin was glad that his less than stellar motives for hearing the songs in their natural environment weren't probed too deeply. Choices made in adolescence were sometimes even more embarrassing than choices made while recovering from regeneration.

He nodded at that, folding his hands and twiddling his thumbs.

"So..."

He decided he probably should try to make conversation. Just 'cause the guy had been putting a lot of effort into talking to him and he guessed he just wanted a friend that he felt pretty safe around.

"You uh... hear any human music you like so far?"

Narvin blinked, tried to think of any human music he's heard.

"I don't know." A pause. He gestured to the ambient air. "This is human music, yes? It's...not terrible."

Not the most glowing endorsement of Eric Clapton. The sounds were unfamiliar to Narvin, and he wasn't sure what to make of them yet.
