"I ask because your agency and mine, their official missions are similar, but the agency I inherited has been on the decline for centuries, lost much of its political power. It used to be feared and respected, and now it has neither. When I was Chief Coordinator, maintaining the status quo and keeping the agency from sliding further into irrelevancy seemed the best path. Now that I've been Chancellor for a while, and on an alternate Gallifrey that sorely needed change, I'm not quite as adverse to the idea of reinvention. Carefully," he added. "And slowly."
